That's BS and makes me hot beyond belief.  Man keeps f'n things up and man is somehow going to fix it?  Sounds like fun fishing closed waters without anyone else, under the guise of helping the wild stock...I'm sure it would be really hard to find volunteers to do that on every stream.   Might as well lottery out some of these opportunities and collect some money for the privilege....I'm too mad to write anymore.
